Elizabeth, yes, seems like a performance degradations. Glxgears with kernel <
4.14  - 60+ fps, with kernel > 4.14 - ~48 fps. 

In my case, this is mostly observably during pages scroll in browsers. Xorg or
wayland - it doesn't matter.

But in Unigine tests kernels 4.13 and 4.14 have ~same results. Really strange
bug.
