If it might be of any use...

NUC7i3BNK can not start correct with HDMI cable disconnected.
NUC-DN2820FYKH correctly starts with cable disconnected.

Both units use exactly same LibreELEC 9.0 image and same edid setup.
Kernel 4.14.48
