I am also having the same issue!

Is there anyway in which I can help ?

My kernel is 4.15.0-38-generic and flickering vanishes much more quickly on
battery (under 1 minute) than when plugged in only to resurface next after
computer wakes up from sleep or boots or locked screen (and screen turns
black).

In short, anytime the pixels are painted afresh, flickering begins.
