Thanks, comment #13 and comment #15 confirm my hunch in comment #12.

On LPT, SPT and KBP PCHs we need to either force a modeset regardless of
fastboot (a bit heavy handed) or sanitize/enable the PCH override (need to
double check if the override bit can be set on the fly).
