You are correct!
I tried i915.fastboot=1 on a 4.18 kernel, and apart from a short corruption for
less than a second (only a small region on the top left was filled with kernel
messages, albeit resolution was fine), the panel power cycling was completely
gone! No "black pause" anymore! 
Even the corruption does not always show up. 

So I think this can be closed as solved, unless you want to investigate
fastboot with verbose logging.
