Merging these 2 bugs as both stem from the HW behaving unusually following the
execlists submission. In the latter case (bug 108535) we have a clean sequence
where the CS event following the submission did not happen (the context being
resubmitted was close to completion). Similar bad CS events would explain a lot
of related bugs...

So start by looking for common patterns.
