The problem persists on Fedora 30 beta ( kernel 5.0.5-300.fc30, 5.0.6-300.fc30
and 5.1.0-0.rc3.git3.1.fc31). Tested with the patch from Bug 109959. 

Only viable solution for now is reverting upstream commit
d179b88deb3bf6fed4991a31fd6f0f2cad21fab5
(https://patchwork.freedesktop.org/patch/286290/).
