The bug is ICL-specific, and this feature is a power optimisation. We need to
understand if this failure is indicating a possible black screen.

Until it is better understood, the user impact is deemed highest. The fixes
should however be landing soon, which would make the exercise useless.

Let's wait for https://patchwork.freedesktop.org/series/59184/'s results to
understand better :)
