Looks like writing watermarks before updating plane size and not after in
skl_program_plane fixes the issue. Typically I can reproduce it every first or
second time, however now done few reboots, with 3 runs each and issue
disappeared. 

I will continue testing, could be it just got much less reproducible. Otherwise
I will send a patch today.
