One of the biggest offenders is ksm_ccs, which fails on 
  igt_require(test_output(&data));

This has nothing to with modes being found or not. test_output() returns count
of test/configurations executed. We skip if CCS is not supported, i.e. 0
scenarios got executed.

It's logged in rather strange way and this should be fixed and then the bug
should be split.

Seems like pre-ICL CCS is not supported on pipe C, so 99% of the skips look
valid. Rest will be assessed once we get this contained.
