Same for me (Dell XPS 9570): kernel 5.0.3 with Mark's patch has the same issue
found in non-patched kernel, while using https://invent.kde.org/snippets/44
patch the system boots fine (I am writing from arch with 5.0.3 kernel patched).

If it can help, my current kernel params are:

add_efi_memmap rw acpi_rev_override=1 nvidia-drm.modeset=1 pcie_port_pm=on
acpi_osi="Windows 2009"
