Yes, on my Dell Latitude 7490, running Fedora 31, there is graphical corruption
when entering in my decryption password after rebooting the system.

However, if I instead do a cold boot, there is no corruption when entering in
my decryption password on the plymouth screen.

I wonder if this is related to this report [1].
