My XPS 13 9380 is affected by this issue as well, despite having the latest LCD
firmware from Dell which claims to fix PSR glitches in Windows
(https://www.dell.com/support/home/us/en/04/drivers/driversdetails?driverid=tcnc2&oscode=wt64a&productcode=xps-13-9380-laptop).
