Comments in the Bug 111768
(https://bugs.freedesktop.org/show_bug.cgi?id=111768) point out the PC8+
residencies are disabled from the BIOS on TGL and that this test is expected to
fail on TGL-U machines.

Given that the test is failing on every run, marking this as high priority with
critical exposure.
