Does it recover ever if you try to replug it?

One good thing to try: I think you mentioned that it was working on some older
kernel. Can you please get a dmesg from that one. Just do a single unplug and
plug. Then do the same with new kernel, so that it would be then possible to
compare those logs.

I'm really curious what is the issue, however looks like I can't reproduce it
with my machine, even though I also have TB16 connected through usb-c.
