This part of reading out low or default voltage swing value is actually missing from intel_bios_reader and I need to address that one by providing a patch for it. The proposed patch has the same idea as Ben had but this adds additional check if the VBT has requested low voltage swing for eDP. Otherwise, the default translation table is applied.
