The problem appears to affect a large number of devices with integrated Intel graphics and appears to be present in all Linux 4.6 kernels. Many bugs have been reported for the problem in different locations, including <a href="https://bugzilla.redhat.com/show_bug.cgi?id=1355851#c6">https://bugzilla.redhat.com/show_bug.cgi?id=1355851#c6</a>. I have not been able to find a bug report that is the right place to find out what is being done to address this bug.
