Please note that no fix has been provided upstream, and I have also tested the latest Ubuntu 16.10 distribution that comes with a custom 4.8 kernel and the graphics problems with Broadwell integrated graphics persist. Aside from adding the HP Spectre x360 to a whitelist, which was not recommended, this appears to be the only fix.
