I have to say that I didn't opened this bug and I didn't called it regression.
I joined discussion because I saw your comment quoted above about fixing this
which is exactly what I proposed many months ago which is also the same what
Radhakrishna Sripada proposed in his patch (basing on my suggestion I guess).
Regression or not, this issue can be solved easily. If it's true that it
doesn't has any downsides I personally don't see reason for not doing it.
