Correct. The bug is with external HW decoding of HD Audio bitstreamed (not
decoded) via DP->LSPCon->HDMI2.0 port to an AVR.

You can test this with LibreELEC/KODI as well. I have tested this with the
following Intel NUCs. All were connected to a Denon AVR-4311ci that handles the
HD audio decoding.
NUCD54250WYK (Haswell): HD Audio bitstream works due to native HDMI1.4
NUC5PPYH (Braswell): HD Audio bitstream works due to native HDMI1.4
NUC5i7RYH (Broadwell): HD Audio bitstream works due to native HDMI1.4
NUC6i3SYK (Skylake): HD Audio bitstream works due to native HDMI1.4
NUC6i5SYK (Skylake): HD Audio bitstream works due to native HDMI1.4
NUC6i7KYK (Skylake): HD Audio bitstream doesn't work due to Parade LSPCon
NUC7i3BNK (Kaby Lake): HD Audio bitstream doesn't work due to MC2x00 LSPCon
