<pre>igt will attempt to load all specified drm drivers if the first attempt to open
the chipset fails (__open_driver() from drm_open_driver()). That behaviour is
relied upon by igt (and exercised by CI). Look at the debug output and look at
dmesg to see what is prevent the module load in that case.</pre>
