<pre>I believe the problem is that we use an exec flag (LOCAL_EXEC_FENCE_SUBMIT)
that was not merged. Therefore when we try doing execbuf it fails with invalid
flags.
The test is actually looking for a feature that has not been merged yet, so it
should probably not run at all.</pre>
