I'm pretty sure this appears on LOTS of other laptops with hi-res (3200x1800) screens using hd620 hardware. Apparently, most have not updated to 4.16 where rc6_enable is disabled....yet. It's nearly unusable unless near seizure-inducing flicker is something you desire.
