When I was on kernel 4.15, it used to go away just like how you described. But ever since I upgraded the kernel, even downgrading won't fix it. It's always present for me whether i'm on battery or not. I also noticed that it does only flicker when there is a redraw. Enabling Panel self refresh and having the laptop display a static image causes the flickering to vanish as long as I don't do anything.
