Bug Assesment :
This bug is only relvent to ICL system with DSI outputs.
ICL Mipi uses dual link mipi which requires DDIA and DDIB IO to be powered on.
As dual link MIPI using the DDIB IO, I915 driver gets a reference count of
power well PG3 which enables PG3 power well and fails the IGT lpsp test.
With reference to ICL Power Well HLD document, we don't need to turn on PG3 for
MIPI DSI dual link output .
Impact : Power leakage from PG3.
Action : Get B.Spec updated with PG3 requirement for MIPI DSI dela link output
followed by change in i915 driver.
