[i-g-t 3/5] tests/kms_vrr: Add Negative tests to validate VRR

This patch will try to enable VRR on Non-VRR panel. VRR should
not be enabled on the Non-VRR panel.

V2:
* Readback the "vrr_enabled" prop, since Kernel shouln't reject
  the modeset.
