[Intel-gfx] Mesa drm-gem performance regression on 915/945

Running the drm-gem branch of mesa, I'm finding performance to be quite
terrible -- openarena is running at about 2fps on my 915GMS machine,
where it use to top 20fps. True in both GEM and INTEL_NO_GEM=1 mode.
Using drm-gem DRM and drm-gem xf86-video-intel as of this evening.
