[Intel-gfx] Several vblank swapbuffers fixes

Here are three fixes that deal with swapbuffers and clipping issues in
the kernel, libdrm and mesa

The mesa and kernel patches are a bit ugly, but they get the job done.
The kernel one does the right thing in an ugly way, while the mesa one
mostly avoids sending invalid data to the kernel while trying to not get
a completely wrong answer.

The libdrm fix just makes it more posix-friendly.
