[Intel-gfx] New 2.7.x tracking bug and policy

I've just moved the intel-2d-release bug alias to a new bug entry for
tracking bugs that should be fixed in 2.7.1, 2.7.2, etc.

So please use this bug:

to nominate bugs that should be fixed (or even just cherry-picked to the
2.7 branch) and as fixes accumulate we'll make new 2.7.x releases.

Each time we release a 2.7.x release, I'll put a note on that bug entry
listing the bugs that were fixed, and I'll also drop them at that time
from the dependency list, (so that the list will always be a short,
useful list showing bugs that still need work and fixes that have
accumulated since the last point release).
