KDE4 oxygen theme (default) feels slow with Intel-2.8.0, should I file a bug?

Unfortunately real games are still not playable, way slower than the proprietary windows drivers.
I recommended my gf a notebook with amd HD3200, because this way she can at least use the proprietary drivers until their oss drivers are mature and well tuned.
