[Intel-gfx] [PATCH 16/18] Xv: introduce an overlay hal

This is the last preparatory step for overlay support with drmmode.
Safe two (specially marked) function calls in the setup code, all
hw accessing code goes now through these three new functions with
the ums_overlay prefix.
