Thank you Eric, I trimmed the commit just to the favourable chunk. Those
few changes (removing the extraneous refcount and more importantly taking
the mutex on this hot-path) reduce the overhead of emitting relocations by
over 10%, which is noticeable on micro-benchmarks.
