[Intel-gfx] [PRELIMINARY PATCH] Error detection and reporting

Hey all,

Here is my current error detection and reporting patchset. This is derived from
jbarnes' error detection and collection patchset sent out on June 19th. I've
rebased this patch on top of drm-intel-next, which currently contains an older
version of jbarnes' patch. Furthermore, I've tried to split up the patch into
slightly finer granularity commits. Lastly, I've added an implementation of a
hangcheck timer and hooked this up to the existing error handling
infrastructure.

I believe all of this code save the hangcheck timer has been seen on the list
before, so there probably isn't much to review. I'm definitely looking for
comments on the timer, however.

Last I knew, this code crashed the GPU so this is definitely just for
reference; hopefully someone will find a use for it. I'll try looking at the crashes tonight. Thanks!
