That's been the traditional answer, but at this point, NoAccel is a
completely separate path through our driver as it requires that the
framebuffer be mapped to userspace at driver startup time, rather than
only during unaccelerated operations.

Which means that instead of being a reasonable 'fail over' plan, it
turns out to just be an additional source of bugs. In fact, noaccel has
never worked with KMS, and yet we've seen no reports of trouble...
