[Intel-gfx] Register dumping patchset

Here is the latest version of my register dumping patchset. In this series I
include a second patch which moves the contents of the existing
i915_gem_debugfs.c to i915_debugfs.c (where the register dumping code is
located). I hope we agree this is the right thing to do. I also now include the
necessary licensing boiler-plate in i915_debugfs.c. As always, comments are
more than welcome. Thanks,
