With this change, we always expect the 3D driver to use GEM textures
when the 2D driver uses GEM. When GEM is not available or disabled,
we fall back to legacy fixed textures.

I think this makes sense. The only reason to keep the legacy3d option is
to support non-gem 3d drivers. At this point I think it's safe to drop
that option.
