Subject: [DRM/I915]: Sync the mode validation for INTERLACE/DBLSCAN

Sync the mode validation for INTERLACE/DBLSCAN
This covers:
Check whether the INTERLACE/DBLSCAN is supported by output device. If
not, the mode containing the flag of INTERLACE/DBLSCAN will be marked
as unsupported.
