There is a list of missing 3.x features on the DRI wiki.  There are a
number of things there that someone new to the code base could tackle.
GL_NV_primitive_restart and GL_ARB_instanced_arrays come to mind.
Gallium has support for GL_ARB_instanced_arrays, but core Mesa does not,
as far as I'm aware.  Finishing out the missing bits of
GL_EXT_texture_snorm shouldn't be too rough either.
