[Intel-gfx] Wait for scanline support on SNB

Hi,

Could anyone pay attention to
https://bugs.freedesktop.org/show_bug.cgi?id=37686 and help to find correct
persons in Intel to ask about the feature which is ambigously described in
the specs and actually doesn't work?
