[Intel-gfx] [PATCH v2 3/3] glamor: Route fillspans and polyfillrects to glamor.

If GLAMOR is enabled, we route UXA's fillspans and
polyfillrects to glamor by default. And if glamor
fail to accelerate it, UXA continue to handle it.
