[Intel-gfx] [PATCH 65/68] drm/i915: Expand error state's address width to 64b

v2: 0 pad the new 8B fields or else intel_error_decode has a hard time.
Note, regardless we need an igt update.

v3: Make reloc_offset 64b also.
