[Intel-gfx] [PATCH i-g-t 3/3] tests: Introduce kms_nuclear

A very simple testcase to exercise nuclear pageflip.  We'll definitely
want to expand upon this in the future, but this is a good starting
point to sanity check nuclear pageflip support.
