[Intel-gfx] [PATCH 23/24] drm/i915: Unify plane updates.

Remove almost all updates from begin/finish crtc commit and call them
from intel_atomic_commit.
This allows using drm_atomic_helper_commit_planes_on_crtc on modeset.
