[Intel-gfx] i915 when using vaapi, screen only refreshes on mouse movement

Meaning those features are missing in the 2.99.916 driver that I am
using?  And those missing features would cause this screen refresh stall
that I am seeing?

Hopefully RedHat will push an update to Fedora 21 for either of those
"real soon".
