[Intel-gfx] drm-intel-collector is deprecated

Hi all,

drm-intel-collector is now deprecated.

It was started in an attempt to collect single patches or small series
of 2 patches that was staying behind and forgotten. So we would
minimize the amount of lost patches and help the reviewer assignment
while patchwork rework isn't ready.

However with time the missed patches got minimized and collector
wasn't helping at all with the reviewer assignments anyway.

Also, every author is responsible to find a reviewer for his own patch
and follow-up until it gets merged on dinq or on fixes branches.

So, even for small series or single patches, please make sure you find
a reviewer for your patch and follow-up until it gets merged. If you
believe the patch with reviewed-by got missed, please contact Daniel
or Jani.
