[Intel-gfx] Disable power management on i915

Hello.

I would like to know what is the best way to disable power management on the GPU unit, the purpose is to avoid GPU power transitions to avoid voltage swings.

Additional information:
Platform: Bay Trail J1900
O.S: Linux Kernel 4.4
