[Intel-gfx] [PATCH v2 7/9] drm/i915: Nuke fbc members from intel_crtc->atomic, v2.

Factor out intel_fbc_supports_rotation and use it in
pre_plane_update as well. This leaves intel_crtc->atomic
empty, so remove it too.

Changes since v1:
- Add a intel_fbc_supports_rotation helper.
