I think this would be mainly used for debug purposes but it would be
nice to actually return the current timeline value here, i.e., the
seqno of the last signalled fence.

This would also allow to return if the fence was signaled or not
in vgem_fence_signaled() instead of just return false. But if the
fence_put() after fence_signal() releases the last reference to
the fence vgem_fence_signaled() would be never be called after
it signalled.
