[Intel-gfx] [PATCH 3/7] drm/i915: Add new lspcon file

This patch adds a new file for lspcon with
some basic stuff like:
- Some read/wrire addresses for lspcon device
- Basic read/write functions, using i2c over aux channel
- Utility functions to get lspcon/encoder/connector
