[Intel-gfx] [PATCH i-g-t] Modifying scaler tests to use COMMIT_ATOMIC path

Modified tests to follow COMMIT_ATOMIC path if ATOMIC support is
available from driver. If ATOMIC support is not present, tests
will follow COMMIT_UNIVERSAL path.
